Networks
One of the main aims of the Association and one of the principles behind the concept of sustainable development is the strengthening of networks for implementing projects, sharing experiences and pooling project resources, with a view to building partnerships between members and national and international partners.

Since its establishment, the Association has developed many collaborations in pursuit of its constitutional aims: some of these have also been formalised by the signing of conventions and memoranda of intent.

Finally, during 2005 the Italian Local Agenda 21 Association became a member of the Mediterranean Commission on Sustainable Development, a consultative body for the Mediterranean Action Plan of UNEP (web link) aimed at defining a strategy for development of the Mediterranean region.

    logo Associazione Italiana Città Ciclabili
    AICC
    (Italian Association of Cycle-Friendly Cities)
    was founded in November 1990 by the municipal administrations of Milan, Turin and Padua.
    The President is Ivo Rossi.
    The fundamental goal of the Italian Association of Cycle-Friendly Cities is to promote on a national level, and especially in urban areas, the use of the bicycle as a means of transport and natural enjoyment of the local area.
    A memorandum of intent between AICC and the Italian Local Agenda 21 Association was signed on 4 December 2003.

    logo Associazione Nazionale dei Comuni Italiani ANCI
    (National Association of Italian Municipalities)
    is a voluntary Association of individual or combined municipalities which are organised into Regional Associations whilst retaining their autonomy.
    A non-profit organisation
    The President is Leonardo Domenici.
    By adhering to the National Association, the municipalities thereby automatically subscribe to their relevant Regional Association.

    Other municipal authorities which share the assumptions and support the activities of the ANCI may also adhere to the association, subject to specific approval by the National Council.

    The aim of the Association is to represent and protect local autonomies recognised by the Constitution as well as the rights and interests of members.

    Of the 8104 Italian municipalities, 6406 are members of the National Association.
    The ANCI therefore represents around 90% of Italy’s total population.
    A memorandum of intent between ANCI and the Italian Local Agenda 21 Association was signed on 10 September 2003.

    The mission of the Banca Etica (the Popular Ethical Bank) is to collect savings and provide credit, including as regards non-members, pursuant to Leg. Decree 1O September 1993 n.385. Furthermore, the bank may, for third parties or on its own behalf, carry out banking and financial services, as permitted by the relevant legal provisions and regulations, as well as any other activity or operation which is instrumental to, or nevertheless connected to, the attainment of its constitutional aim;
    The President is Fabio Salviato
    The aims of the bank’s activities are:
  • to raise awareness-raising amongst Agenda 21 members of the principles of ethical finance, to put the interest of the collective first in all the bank’s activity, including business activity.
  • to exchange information, making available its own communication tools, especially websites, in order to divulge all initiatives pertaining to sustainable development, Local Agenda 21 and ethical finance activities.
  • to develop a combined course of seminars, training and research in order to promote reflection which unites the concept of environmental sustainability with that of corporate responsibility.
  • to investigate methods for financing sustainable public works, studies, services and technologies.
  • A memorandum of intent between Banca Popolare Etica and the Italian Local Agenda 21 Association was signed in Florence on 8 April 2005.

    logo Consiglio Nazionale dell'Economia e del Lavoro CNEL
    (National Council of Economy and Labour)
    The National Council of Economy and Labour (CNEL) is written into the Constitution of the Italian Republic.
    The President is Antonio Marzano.
    Article 99 of the Constitution defines the Council as:a consultative body of the Chambers and Government for materials and according to the functions attributed to it by law. It has legislative initiative and may contribute to the drafting of economic and social legislation in accordance with its principles and within the limits stipulated by law".
    A FRAMEWORK AGREEMENT between the CNEL and the Italian Local Agenda 21 Association was signed on 27 May 2004.

    The same Framework Agreement was also signed by:

    logo Comitato Ecolabel-Ecoaudit Ecolabel-Ecoaudit Committee
    The Ecolabel-Ecoaudit Committee, established by Ministerial Decree 413/95, is the competent Italian body authorised to execute duties as provided for by Council Regulation (EEC) 880/92, which created the Ecolabel award (Now substituted by Regulation (EC) no.1980/200 of the European Parliament and of the Council; and by Council Regulation (EEC) no.1836/93 concerning the European Eco Management and Audit Scheme (EMAS), now replaced by Regulation (CE) n.761/2001 of the European Parliament and of the Council).
    The President is Giuseppe Lucchesi.
    The Committee is divided into two departments (Ecolabel and Emas), which independently carry out duties as laid down by European regulations.

    The Committee is composed of representatives of the Ministries of Environment, Industry and Health as well as those of the Treasury. They remain in office for three years and are provided with technical support by ANPA for the conducting of technical investigations relating to the conferral of Ecolabel awards and registration within the EMAS system.

    logo Federambiente FEDERAMBIENTE
    (Italian Federation of Environmental Hygiene Public Services)
    is the Association which brings together every form of organisation charged with the management of public hygiene and environmental reclamation public services, as well as any organisation which applies the National Labour Collective Agreement for this sector.
    The President is Daniele Fortini.
    The main aims of Federambiente are to:
  • to develop the local public services network in the environmental domain;
  • to promote and protect the interests of members and users;
  • to represent member companies on a national and political level, in labour collective agreements and in the formulation of framework agreements within industry and commerce.
  • The 261 members include companies, business consortia, municipalities, provinces and other operators in the environmental domain.

    The Federation serves around 1,600 municipalities, 30 million inhabitants and 38,000 employees within the sector.

    In Italy, around 20 million tons of waste is collected, treated and disposed each year and 41 incineration and waste-to-energy facilities are in operation.
    A memorandum of intent between Federambiente and the Italian Local Agenda 21 Association was signed on 13 January 2004.

    logo Unione delle Province Italiane UPI
    (Union of Italian Provinces)
    is the association which represents all Italian provinces, except for the autonomous provinces of Trento, Bolzano and Aosta and the metropolitan cities.
    The President is Fabio Melilli.
    The Union enhances, promotes and provides technical and political support to members. It also lobbies the Italian government and parliament for protection of local decision-making bodies.

    The Union aims to assist in the creation of an administrative system which strengthens provinces as representative authorities for the resident populations, within the boundaries of the respective territorial circumscriptions.
    The UPI is part of the Unified Conference and the State-Cities and Local Autonomies Conference, established by the Italian government. The former has powers of consultation, liaison, data exchange in all matters in which regions, provinces, municipalities and mountain communities are required to express themselves on a common topic;
    the latter coordinates relations between the government and local authorities.
    A memorandum of intent between ANCI and UPI jointly and the Italian Local Agenda 21 Association was signed on 10 September 2003.

    (Association of Brazilian Municipalities)
    founded in 1946, is a non-profit public utility institution which representing 5561 Brazilian municipalities.
    The President is José do Carmo Garcia.
    Its mission is to develop a close collaboration with municipalities, promoting and supporting local administrations in their activity and strengthening the municipal cause towards sustainable development and decentralisation.
    A memorandum of intent between ABM and FOCA jointly and the Italian Local Agenda 21 Association was signed on 19 August 2003.

    (the French committee for the environment and sustainable development)
    Comité 21 is a non-profit organisation founded in 1994 under the leadership of Michel Barnier, then Minister for the Environment, with the mission of contributing to the achievement of French commitments undertaken at the Earth Summit in Rio.
    The President is Eric Guillon.
    Comité 21 brings together 300 members, divided into four categories:
  • Small and large enterprises;
  • Local authorities;
  • Associations committed to protection of the environment, fair trade, education towards sustainable development and international solidarity;
  • Public authorities and the media.

    The Comité 21 philosophy and means of intervention is concrete action.
    Its role is to develop, identify and promote good practices in order to contribute to their adoption in management structures.
  • A memorandum of intent between Comité 21 and the Italian Local Agenda 21 Association was signed in early May, in Paris, during the Founding Congress of the new world organisation "United Cities and Local Governments", which marked the unification of FMCU and IULA.

    (the Oasis Open Cities Foundation)
    The Foundation is a NGO which operates predominantly in Brazil; it is concerned with the environment and rural development and manages natural reserves and biodiversity.
    The President is Marilia Bernardes.
    The Italian Local Agenda 21 Association was invited to participate in the recent International Forum on Sustainable Rural Development, organised by FOCA.
    A memorandum of intent between ABM and FOCA jointly and the Italian Local Agenda 21 Association was signed on 19 August 2003.

    logo XARXA DE CIUTATS I POBLES CAP A LA SOSTENIBILITAT XARXA de Ciutats i Pobles cap a la Sostenibilitat
    Xarxa (the Network of Cities and Towns for Sustainability} aims to provide a platform for discussion and the exchange of experiences with a view to achieving common objectives of sustainability amongst its member municipalities in Catalonia, Spain.
    Its President is Núria Buenaventura Puig.
    The network was founded following perceived interest amongst small and medium-sized municipalities in jointly developing more sustainable models of development. The Diputació de Barcelona subsequently advocated the creation of the Xarxa Network of Cities and Towns for Sustainability, which was ratified during the Constitutional Assembly in Manresa, on 16 July 1997, with the participation of 118 municipalities.

    This network was intended to create a platform enabling municipalities to pool financial resources and efforts with a view to attain common goals of sustainability. It also provides a dedicated forum in which municipalities may exchange experiences and conduct debates focused on relevant decision-making topics.
    A memorandum of intent between Xarxa de Ciutats i Pobles cap a la Sostenibilitat, Comité 21 and the Italian Local Agenda 21 Association was signed at the World Urban Forum (Barcelona 2004), during the seminar “Towards a Mediterranean Association of Local Agenda 21 Networks”.
